With the Brazilian President Michel Temer passing a constitutional amendment in 2016 the social spending on health services and education are to be frozen where they are for the next two decades. One of the most important
consequences that has come from this is the canceling of the Science Without Borders program. These cuts
threaten the access to quality education for a substantial majority of young Brazilians who normally wouldn’t be
able to afford education. When looking at previous years from 2002 to 2012 there was a significant increase in not only enrollment but science enrollment in universities. The article discusses the early difficulties of the Science
Without Borders program and the replacement The Brazilian Universities Excellence Initiative which differs from the
previous program in it pushes institutions to develop strategic and symmetrical institutional partnerships. Along with other differences. The major benefit of the new initiative is that it will force universities to develop a plan of
internationalization in order to receive funding, and raise the minimum requirement for students to participate which
improve the quality of candidates and relieve some of the issues students who were under the SWB program
experienced. This initiative seeks to be sustainable long term and increase rigor countrywide
